The Ontario Certified Auto Recyclers program (O-CAR) is a voluntary initiative developed by the members of the Ontario
Automotive Recyclers Association, the representative body of automotive recyclers in the province of Ontario. As a requirement
of participating in OARA as a Direct Member, demonstrating compliance with O-CAR is now mandatory.
The objective of O-CAR is to promote a level playing field for legitimate automotive recyclers in the purchasing and
processing of all End of Life vehicles (ELVs). Governments, insurers, and consumers want to work with a well respected
industry that is mature and proactive enough to establish standards of practice that are enforced and meaningful.
There are many benefits to the O-CAR model for management of the automotive recycling industry:
- Improved environmental compliance
- Improved professionalism within the automotive recycling industry
- Enhancement to the core Stolen & Salvaged Vehicle Program through improved control of VINs from Irreparable vehicles and
elimination of illegal "chop shops"
- Improved insurance rate stability through fewer stolen vehicles and more legitimate used parts available for
repairs
O-CAR CHECKLIST
GENERAL BUSINESS STANDARDS
- Adequate, well-graded (or paved) well-drained customer parking facility is separate from the vehicle holding
area.
- Clean and organized retail sales counter and reception area.
- Signs in good taste and of positive tone.
- Adequate, safe and organized parts storage.
- Building and property is well maintained to reflect a clean, orderly, and safe operation.
- Delivery and support vehicles are well maintained to ensure employee and community safety.
(supply pictures of the front of your facility as seen from the road, pictures of retail sales area, and pictures of parts
storage and racking areas)
LICENSING AND REGULATORY STANDARDS

Provincial "C" Licence from MTO or "D" LIcence from OMVIC (attach copies)
- Municipal Licence attach copy or letter from Municipality indicating that auto recycling or equivalent
is a permitted use at the main address, if licencing is not required
- Federal Business # (attach copy)
- Provincial RST # (attach copy)
- Waste Generator # (attach copy)
- Workers Safety and Insurance (WSIB) # (attach copy)
- Liability Insurance
- Criminal Background Check for Officers, Directors and Partners (send to OARA's Solicitor, not required
if you have a "D" Licence from OMVIC)
ENVIRONMENTAL STANDARDS
The following fluids and materials are properly removed, stored, disposed of or resold as part of the dismantling
procedure.
- Fuel (picture of storage area)
- Motor and Transmission Oil (copy of CofA for waste oil furnace if allowed or copy of manifest for
disposal)
- Antifreeze (picture of storage area and copy of manifest for disposal or invoice for resale)
- Windshield Washer Fluid (picture of storage area and copy of manifest for disposal or invoice for
resale)
- Batteries (picture of storage area and copy of manifest for disposal or invoice for resale)
- Refrigerant (photo of R-12, R-134a recovery machine or copy of manifest for licenced removal
vendor)
- Tires (picture of storage area and copy of manifest to licenced hauler)
- Mercury Switches (submit switches to Switch Out Program)
SAFETY STANDARDS
- Utilization of basic personal protective equipment including gloves, hard hats, safety shoes, safety clothing, safety
shields and goggles, when required. As indicated by Local and Provincial guidelines.
- OSHA approved 15-minute eye wash station(s) readily accessible near corrosive materials (i.e. battery storage, processing,
and recharge areas.)
- Readily available, appropriately typed, and fully charged fire extinguishers.
- A detailed Fire Plan, complete with procedures in the event of a fire.
- A stocked first aid kit.
- Spill material available in all dismantling areas.
- Has documentation of appropriate forklift training.
- A safety program in which a particular individual is in charge of regularly scheduled safety meetings and safety
inspections.
Notes:
- Your Municipal Licence should clearly show that your business is licenced in the municipality you operate in as an
auto wrecking, auto salvage, auto recycling or equivalent designation. If your municipality does not require a licence, then
you need to submit a letter from your municipality on their letterhead indicating that a licence is not required, but the
business, identified as an auto salvage, auto wrecking, auto recycling or equivalent description, is in compliance with local
zoning and bylaws.)
- A D Licence is NOT required as part of your submission; however a Criminal Background Check is. As you must supply a
Criminal Background Check to obtain a D Licence, having that licence in place negates the requirement to submit a second
background check.
- Either a C Licence or D Licence are required.
- Refrigerant is evacuated from each vehicle in accordance with applicable regulations, or contracts for refrigerant removal
with a licensed vendor.
- All batteries are removed and placed, either in a covered storage area on an impervious surface or in plastic containers
with lids.
- All fluids are stored inside a building or outside with reasonable containment.
- Wet (ie, fluids not removed from the part, but the part is removed from the vehicle) cores, engines and transmissions to
be recycled are stored under a permanent roof on an impervious surface, or in an outside covered weather-proof container or on
an impervious surface that drains to an oil-water separator or equivalent treatment device.
- Spent solvents from parts cleaning systems are disposed of with an authorized processor. Wash water from water-based parts
washers is either recycled or collected for disposal in an approved manner.
- Tires are removed to approved disposal sites regularly, never having more than 5,000 tires on site at any time. Verify the
hauler is properly licensed in Ontario as you are ultimately responsible for tires on your premises.
